Uploading ADC scripts from XMDBTOOL- upload_adc/sh

To upload ADC scripts, from the XMDBTool, a new batch file upload_adc.bat is created. This batch file uses the a adc file location as an input provided to adc parameter.

For example, upload_adc -adc C:\adc.xml
