New mandatory procedure for all WFM deployments

WFM now requires that you run a database migration tool named Flyway for all minor maintenance releases, major upgrades, and new installations. Flyway is an open source database migration tool that simplifies the database migration process.

Flyway is designed to bring users to the latest patch level after you have completed an installation or upgrade of WFM to a new major release. For example, if you recently upgraded to version 6.2.1.0 (a major WFM release), you can use Flyway to migrate your version to the latest patch level of 6.2.1.x, where x is the latest patch level. Flyway is executed AFTER the upgrade or installation to the major release is complete.
