RCA availability callout

The Relief Calling Area (RCA) availability callout has been added to allow customers to provide custom availability details for employees loaded in the RCA. The logic implemented in this callout overrides the default availability logic that is based on an employee's availability calendar, overrides, scheduled shifts, and, LTAs. The class for this callout service is added to the AVAILABILITY_CALLOUT_SVC registry parameter.
