7.1.0x and 7.0.0x: System error occurred while running Balance Summary Report when team and employee fields are empty

When running the Balance Summary Report, a system error occurs if no employees or teams are selected.

Outcome

Fixed. Each batch is committed in an independent transaction, so that the data is wiped out between every commit.

WFM-44437

Merge WFM-44136 to 7.0 maintenance branch

In the Employee Badge maintenance form, users should only see the list of employees corresponding to the teams they manage. When a user tries to assign a badge that is already assigned to an employee that is not visible to them, an error occurs. In this scenario, the name of the employee that the badge is assigned to should not be displayed in the error message.

Fixed. In this scenario, a generic error message is displayed.
