In ASV publishing, if a shift is locked but not due to a time off request, it is put into the list of shifts to be published. Time off request locked shifts have their own list. It is expected that the lock should prevent the unassigned shift from being published.

Fixed. Locked shifts are discarded instead of putting them in the publish list.

Publish conflicts are not detected when re-publishing an MR or OTS. This can occur when an employee is assigned to unassigned shifts in ASV and then assigned to a different row in the rotation.
Outcome
Fixed by updating the RotationPublishConflictService to detect publishing conflicts caused by relief shifts from the same rotation.
