System error on the second partial shift posting when posting two partial shifts to billboard in a row

A system error occurs in this scenario:

1. A shift is partially booked off in the middle of the shift, which creates two shifts for the assigned employee.
2. The employee attempts to post both partial shifts to the Shift Billboard.

Outcome

Fixed.

User is able to add Duration as "0" in Edit shift pop-up

When editing a shift in Central Staffing, the user can add a break with a duration of 0.

Outcome

Fixed. A validation message is displayed when the break duration is 0.
