Punch time off by 1 hour on WB1000 clock in DST Y time zone

When punching in using a Synel 780 or WB1000 clock in a DST time zone, the clock shows the correct time, but the punch is pushed forward an extra hour.

Outcome

Fixed. For swipes coming in with no DST swipe flag, the clock server now determines whether to apply the DST adjustment based on the time zone and date of the swipe instead of always defaulting to false.
