MERGE_CLOCKS_PRESERVE_NEW_ARRIVALS

When enabled, the system uses each clock's processed timestamp, when it actually became visible on the timesheet, to tell genuine late arrivals apart from clocks the supervisor already saw. A clock processed after the override was created is preserved as a new arrival. Clocks the supervisor saw and deleted or edited are left untouched.
