Field default callout for RCA

The field default callout can be used to implement custom logic for setting the default values of fields in the Relief Calling Area (RCA). Customers implementing this callout specify a service in the FIELD_DEFAULT_SVC registry parameter. The service es-fieldDefaultService is used by default, and populates fields in the RCA using the existing default logic.
