Time synchronization settings

Setting	Description
`technician.cmi.sendtimeinterval = 3600`	The frequency (in seconds) the `set time` command is sent to the CMI clock.
`technician.cmi.sendtimeallowance = 60`	The time interval between polls to the CMI clock. If the time interval between 2 sequential CMI polls exceed this allowance, the time is updated on the clock.
`server.clock.time.difference = 5`	The maximum time difference in seconds, between the WBCS and the clock. If the time difference is more than this value, the WBCS resets the clock's time.
