Budget rules with multiple Auto-Assignment groups

When generating a schedule from multiple Auto-Assignment groups, the Schedule to Budget or Maximum Schedule Budget rules are applied when these rules are used in any of the groups. Budget rules are applied as hard constraints when the rule is configured as a hard constraint in any of the groups. Otherwise, the rules are applied as constraints.
