Moves all MVS workload requirements and census data to the archive schema. This process involves moving:
- All data from the ES_WORKLOAD_CENSUS table where the WLC_DATE is before the aging date.
- All data from the ES_WORKLOAD_REQ table where the WLR_DATE is before the aging date.
