Description:

This parameter is used to control the display of the meridian sign for 12-hour format. If set to TRUE, time formats are automatically padded with leading zeros. For example, 03:30p. If set to FALSE, time formats are not padded with leading zeros. For example, 3:30p

Note: If you are configuring the TimeEditUI field with the timeStandard='12' parameter, this registry setting will display values 01 through 12 for TRUE and values 0 through 11 for FALSE.
