This parameter controls whether users can submit or forward weekly timesheets with errors on them.
When set to Y, if a user attempts to submit or forward a weekly timesheet with errors pending, this message is displayed:
There are errors in your timesheet. Please correct and try again.
When set to N, users can submit or forward timesheets with errors pending.
