This parameter allows you to specify what percent of the week’s volume must occur within the peak window in order for the time slot to count as a peak time. The default of 0.015 indicates that 1.5% of the weekly volume would need to occur within any hour (from the default of 1 hour from PEAK_WINDOW_LENGTH) for that hour to be counted as a peak.
