Description:: This configuration key determines when balance validations happen in the Master Rotation (MR) publishing process. If enabled, validation occurs during publishing, and the MR remains in PENDING PROCESS until publishing is complete. Errors affect only specific employee records, while the rest continue processing. After publishing, the rotation's status is moved to PUBLISHED or PROCESS REQUIRED, requiring adjustments before republishing.
