This configuration key ensures that no hours are auto-populated in the Elapsed Time section for holidays in the Weekly Timesheet.
When set to FALSE, the scheduled hours are auto-populated in the Elapsed Time section for all days, including holidays.
When set to TRUE, no hours are auto-populated in the Elapsed Time section for holidays. Hours will still populate for non-holiday days if WTS_USE_EMP_DEFAULT_LAB_IN_GRID is enabled.
