New mandatory Java argument for WebLogic 12.2.1.3

A new mandatory Java argument of -DANTLR_USE_DIRECT_CLASS_LOADING=true is required when configuring WebLogic 12.2.1.3. This parameter was not specified in previous supported versions of WebLogic. You must specify this argument when configuring WebLogic for a clustered or single instance deployment.
