Send published MR and OTS shifts to relief

Unassigned shifts in a published Master Rotation (MR) or One-time Schedule (OTS) can be designated as relief shifts. The Queue option can be used to create a relief queue from the shifts for assignment in the Relief Calling Area (RCA). The Relief option can be used to create the relief queue and immediately navigate from the MR or OTS edit screen to the RCA to assign the shifts. The RNN option can be used to designate shifts as Relief Not Needed (RNN). The relief options are available when right-clicking on an eligible shift. When multiple shifts are selected, all selected shifts that are eligible are sent to relief.
