Unstaffed shifts

Unstaffed shift functionality allow you to create (and work with) shifts that are not currently defined in the staffing requirements. For example, if staffing requirements call for 3 patrolmen to walk a beat from 9:00 AM - 5:00 PM and a sudden situation develops where 4 or 5 are actually needed, you can add the two extra shifts manually from within the MVS.
