Allowing users to submit time without time codes

By default, users must select a time code to record elapsed time overrides on the Weekly Timesheet. This requirement can be removed.

To allow users to submit time without time codes, set the WTS_FORCE_TIMECODE_SUBMIT registry parameter to False.
