Replace Derby database with HSQL database in standalone WBCS

HSQL database will replace the Derby database currently used by the standalone clock server. The HSQL database is currently used in the embedded clock server.

Upgrades:

• Upgrades from any release prior to 6.2.0 will be required to install a fresh/new instance of the clock server.
• Upgrades from 6.2.0 to future versions will be able to perform an in-place upgrade.
