Submitting Up the Hierarchy

Submitting a budget/forecast means passing the budget/forecast to the location up the hierarchy for review. After submitting a budget/forecast, the budget manager can no longer edit it but can still view it.

When you are satisfied with the budget/forecast edits for the location, you can then submit the budget/forecast for approval by the level above. This changes the state of the node to Submitted and, although you cannot make any more changes, you can still view it on the Worksheet.

After the budget/forecast has been reviewed, edited, and approved by the budget managers of the lowest level of the hierarchy, each budget manager at that level submits the approved budget/forecast up the hierarchy, stopping at the next location above that is included in the review.

Budget Forecast
At each location, the budget manager reviews the budget and makes any additional modifications to the Hours data, and then submits the budget up. This process continues until it reaches the top level of the hierarchy, which is the root location. As part of this process, the system checks whether the changes to the Hours violates the maximum annual payroll or minimum hours rules. If the maximum annual payroll rule is violated, the Submit button in the Worksheet is disabled, preventing the budget manager from submitting the budget up and you see a comment in the Messages column. At each location, the budget manager reviews the forecast, makes any additional modifications to the Sales, Payroll Percent, Vacation Hours, Holiday Hours and other non-productive hour values, and then submits the forecast up. This process continues until it reaches the top level of the hierarchy, which is the root location. As part of this process, the system checks whether the changes violate the minimum required hours rule. Even if the rule is violated, the budget manager can still submit the forecast up the hierarchy.

In the Phased view, once you have submitted the budget, you cannot see the changes made by other levels until the numbers are released to your level again.

As the budget manager submits the budget/forecast to the next location up the hierarchy, the budget manager of the parent location (to whom the budget/forecast is submitted) receives a message, indicating that a budget/forecast has been submitted. The subject line of the mail reads: Action Required: Long Term Planning.

Clicking the mail displays the message page. The body text reads:

<Layout Name> was submitted to you by <Location Name> for review and approval. To view, click here.

If a budget manager of a child location adds a comment to the budget/forecast while submitting it, the budget manager of the parent location sees the comments. The parent location’s budget manager can click the link to view the budget/forecast on the Worksheet.

After all the child locations submit the budget/forecast, the parent location’s budget manager receives a different message stating that all child locations have submitted the budget/forecast. However, this message does not include comments that the budget managers of the child locations added when submitting the budget/forecast.

The message in this mail reads:

<Layout_Name> has been submitted to you for review and approved. To view, click here.

The message does not state which location submitted the budget. This message indicates that all child locations have submitted their budget/forecast for your review.

When you submit the budget/forecast, the system checks whether any violations have occurred. If not-accepted violations have occurred, you cannot submit the budget/forecast. See Messages and Comments when Submitting.
