Assigning employee measurement groups

In general, the assignment of measurement groups mimics the way the Home Team logic currently works. You cannot belong to more than one measurement group at any given time. If a new measurement group assignment is applied, the dates of the existing measurement group dates will be altered to ensure that there is no date on which an employee belongs to multiple measurement groups simultaneously.
