This parameter ensures that costing calculations include scheduled time when there is no activity scheduled for a shift. These cases typically occur due to user error, for example where fixed shifts are set up without a default activity. When set to false, shifts without activities are not counted towards cost. The false setting is the default behavior. When set to true, shifts without activities are considered as having a working/paid activity applied to them.
