Enable shift edits without team permission

The LFSO Schedule screen can be configured to allow shift edits when the user does not have the required team permissions. This is useful for managing employees that are temporarily assigned to different teams. When the ENABLE_EMPLOYEE_LEVEL_SECURITY registry parameter is set to false, a user can edit shifts that they do not have team permissions for. The user can also view the employee information card for employees that are not home team members on one of the teams for which the user has team permission. It is important to note that a user must have the corresponding team permission to open a schedule for a team.

When this registry parameter is set to true, shifts assigned to teams that the user does not have team permissions for are read-only. Users cannot view the employee information card for employees that are not home team members on one of the teams for which the user has team permission.
