Overview

In 2010, the United States federal government passed into law the Affordable Care Act (ACA). Included in the legislation was a provision called “the Employer Mandate”. The provision states that employers with over 50 employees are required to offer full-time employees a viable health-care insurance plan, or else pay a penalty. In the ACA, an employee is determined to be full-time if they average more than 30 service hours per week or 130 service hours per month.

While the overall management of employee benefits is handled in an organization’s HR system (outside of an application that is dedicated to workforce management), the Infor Workforce Management ACA module is designed to help organizations improve the tracking of employee service hours. This tracking helps to identify the average service hours that are associated with each employee, both at the conclusion of a measurement period, and, often more importantly, during an active measurement period. The ACA module also provides features that let organizations export this service hour data to several external systems.

Note: This document contains an overview of the Affordable Care Act as the act pertains to employee service hours. Readers should have at least a cursory understanding of the various other components that consist of the Affordable Care Act.
