Locked production allowed to exceed capacity
The default Supply Chain Optimization Planning Engine definition (SP_SCO) is updated to always allow locked production to exceed capacity. Locked production may exceed capacity which makes the problem ineffectual. Allowing this, while still forbidding planned production to exceed capacity, skips ineffectuality related to locked production and capacity constraints while retaining good solver performance for discrete problems.

Note: This feature is enabled after appending the Planning Engine SP SCO template (apsco.zip)
for this release at which point the standard Planning Engine definition (SP_SCO) is updated.

are not required a new role or privilege access to use this feature.
