SCV application defaults in SP views

SCV application defaults allow users to define defaults specific to profile by class or global. This makes default values more accessible and easily maintainable.

To handle defaults defined for the global profile a view has been defined in the base template to explode defaults to all valid profiles:

SC_V_CLASS_PROPERTY_PROFILE

New SCV application defaults are delivered through the standard content. Hardcoded default values in the SCV database views (SP_V_*) are replaced with references to SCV application defaults.

Note: This feature is enabled after appending the base (base.zip) and Planning Engine SP SCO template (apsco.zip) for this release. You are not required a new role or privilege access to use this feature, however new permissions are added to access and maintain SCV application defaults in configuration
