New alert for Over Max planned production

A new Over Max Planned Production alert measure is added to the Alerts panel in the Planning Interrogation worksheet.

This alert counts exceptions where Planned Production exceeds Production Planned Max, at base process and period. The 'Allow Over Max Planned Production’ solver switch is enabled to view the planned production exceptions.

Whilst the alert is generic, checking where bucketed planned production is above the defined maximum for any base process locations and base periods, the alert is mainly applicable when using Supply Planning with optimization (or SCO). This has a solver switch to control the max constraint and generates bucketed planned production. The alert does not check where Planned Production Orders measure, that is the transactional data measure, is over maximum. The Replenishment Engine also does not currently consider Production Planned Max.
