New SCV validation rules on some existing Inbox tables

To align the status checks across all imported data in SCV, status is now mandatory on process groups. Following validation rules have been applied conditionally previously when a status value has been provided, now these rules are always applied:

SI_PROCESS_GROUP -> Base PRCGRO Status
SM_PROCESS_GROUP -> Base PlanConf PRCGRO Status

Note: This feature is enabled after loading the base template (base.zip) for this version. You are not required a new role or privilege access to use this feature.

Action required prior to activation:

When process groups are used, the standard M3 integration does not import process groups; hence no action is required. If process groups are imported from another ERP or from M3 using a custom import, either the custom integration must be extended to populate the status on process groups or the new validation rules must be disabled. If manually specified user data exists in Planning Configuration table for process groups, either these records must be manually modified to populate the status field or the new validation rules must be disabled.
