SetAppVariable() for Planning Engine

The SetAppVariable() macro command is now supported for a macro of Type = Planning Engine (as well as System and Scenario). This improves automation of Planning Engine processes, allowing override of a global or PE application variable value for the scope of that macro. For example: overriding the application variable value for the current Planning Engine within automated PE cycle processes.
