Scope of split planned order

The TFORM_SPLIT_PLANNED_ORDER program determines the records to process as follows:

Considers only planned orders for splitting (scp_order_status = 'Planned').
Selects only records wherein source = <current source>, if the SOURCE parameter is specified.
Selects records only with cycle_period and scenario_id set to Base.
