Basic rule

This rule is used to merge all routings that contain same routing item, routing location, and effective date to a new routing.

The new routing uses the following ID format and the version value:

Routing ID format: "SCP+" + <routing_item_id> + <routing_location_id> + <effective_from_date>
Version value: ‘’1’’ is used since all routings are merged into a single routing.
