Generic and SCV parameter variable substitution

SCV Configuration parameters can be used in the scv_config_ParamName format. These parameters are available at the system level and are run-time variables. Replacement values are retrieved from SCV. Therefore the run-time variables are available only where an SCV instance is available. The replacement values are retrieved from the target SCV when there are two SCV instances, for example, interface services read from and write to SCV.
