Loading template with Reset Enabled

If the Reset Enabled option is set to Off, the settings in the template are imported while retaining the existing Enabled element of certain entities.

If the Reset Enabled option is set to On, the settings in the template are imported and the Enabled element in all configuration entities are replaced with those in the template.
