RunSCV() for Planning Engine

The RunSCV() macro command is now supported for a macro of Type = Planning Engine (as well as System, Cycle Period and Scenario). This improves automation of Planning Engine processes, allowing execution of SCV programs within a macro running in the context of planning engine. For example, for publishing the current planning engine and managing the related plan logs in SCV, use this command:
