M3 Integration: Performance improvements by validating BOIs upon update

XML definitions of all M3 BOIs were validated every time the M3 Import or M3 Export programs were run. This has now changed: The M3 Import or M3 Export programs validate only the BOIs that are newly created or that are changed.

Note: By default, this feature is enabled. A new role or privilege is not required to access this feature.
