Prevent posting of atomic properties removed by Class Constant Pre-Optimization

Posted atomic properties removed during class level pre-optimization have been posted to the Supply Optimization Solver Engine. This has been done to update the values of these properties correctly after the solve. This has been improved. Posted atomic properties removed during class level pre-optimization are not posted to the Solver Engine. The values of properties are updated after the solve, before processing the solution from the Solver Engine.
