Enable Element Browser for mobile reporting

This feature allows all planners to set the filter by changing the current report context directly in Infor Go. This removes a limitation noted in the initial version of Infor Go from v2022.04 wherein the current saved data context has been applied and not been updated.

For analysis cycles the report context is also now defaulted to top of the primary hierarchy or the first accessible element for each user. The element browser allows all planners to set additional filters of the report.
