Deprecate obsolete SCV programs

As previously announced with SCP v2022.04, some SCV programs are deprecated and are removed from SCP in this release::

• EXECUTE_GENERATE_PLANNING_TABLE: Functionality moved to the Template Loader.
• EXECUTE_GENERATE_PUB_VIEW: Functionality moved to the Template Loader.
• EXECUTE_LOAD_CONFIG_FROM_PLANCONF: Functionality merged within the Business Plans screen.

Action required: Macro steps calling these programs must be removed. Existing functionality in the Template Loader or Business Plans screen must be used to replace these removed macro steps.
