Overlapping adjustments in resource capacities

It is now possible to specify one Override and one Addon adjustment with overlapping effective dates:

• Multiple adjustments with same effective dates are only supported when it is about one Override adjustment and one Addon adjustment
• If both Override and Addon adjustments exist with overlapping effective dates, nominal_capacity_hours from Override adjustment is used to update capacity_hours and nominal_capacity_hours from Addon adjustment is used to update overtime_capacity_hours.
