Content enhancements for transportation docks

Supply Planning content is added to support the new SCV entity for transportation docks. This supports specifying the number of vehicles that can be loaded or unloaded at a location for each transportation method.

This is an extension to platform enhancements added in a previous release. The Supply Planning content is now updated to map this data from SCV.

A new SPLS_BASE_LOCATION_HIERARCHY_WAREHOUSE_DOCKS_OUT SCV hierarchy is added, with associated hierarchy table links to TRANSPORTATION_DOCK.

This new application variable is added to define the SCV hierarchy used for warehouse docks out:

scv_spls_base_location_hierarchy_warehouse_docks_out. Default Value = SPLS_BASE_LOCATION_HIERARCHY_WAREHOUSE_DOCKS_OUT

Note: This feature is enabled after appending the supply planning template (spls.zip) for the current version. No additional role or privilege is required to access this feature.
