Establishing locales

A locale identifies a set of information that corresponds to a given language and country. It determines conventions like date, time, number, and currency formats. For instance, there are two countries speaking the same language with identical grammar, words, and character set, but there could be variations such as the currency, time and date formats. A locale differentiates these parameters and conventions.
