Changing an application's billing account

In a CDR Billing environment, each application is associated with a Billing account. The association is based on an owning entity, which is the primary record in Infor Public Sector that an account is associated with. Depending on the application type, the owning entity can be an address, a parcel, a contact identity record, or the application itself.

If you change the application information, the associated account might also need to change to ensure that the application fees are billed correctly. For example, for identity-based accounts, changing the responsible account holder will trigger an account change.

For application types that use location-based accounts, each application is associated with an account based on the combination of the responsible account holder and the primary site. Therefore, changing either the responsible account holder or the primary site will trigger an account change. Similarly, changing the responsible account holder on the account will trigger a change on the application.

For application-based accounts, there is a one-to-one relationship between an application and an account. In this case, changing the application will never trigger an account change. However, if you change an application's responsible account holder, the contact information on the associated account will be updated as well.

Infor Public Sector creates new accounts as required. When you change the responsible account holder or the primary site, the system first searches for an existing account to use, based on either the responsible account holder (for identity-based accounts) or the combination of the responsible account holder and the primary site (for location-based accounts). If no existing account is found, a new one is added.

You can also move fees and transactions to the new account. When the account changes, a message is displayed asking you to select one of these options:

  • Move Nothing: All fees and transactions from before the change remain with the old account. New fees and transactions are added to the new account.
  • Move Unpaid Only: All paid fees and transactions remain with the old account, but unpaid charges are adjusted to 0.00 and then recreated on the new account. New fees and transactions will be added to the new account.
  • Move Everything: All fees and transactions are moved to the new account. Any payments are returned to the old account as credits, and all charges for this application on the old account are adjusted to 0.00. CDR Billing then recreates the charges on the new account. New fees and transactions will be added to the new account.
    Note: Your system may be configured to require supervisor approval if you select this option.

Any fees remaining with the old account may still affect the application, depending on your system configuration. By default the Application InfoViewer shows all fees for all accounts that have been associated with the application, and all fees will affect the application's milestone progression. However, the CDR configuration in the Configuration Editor can be set to hide fees for prior accounts. In that case only fees associated with the current account are displayed, and any fees on older accounts do not affect the application.
