Example of application relationships
With the combination of the Building Permits, Project, and Planning modules, your agency can track large-scale construction projects from initial planning to occupancy. This example demonstrates one way that these products might be used to track such a large-scale development.
The Riverside Revitalization development was initiated by a city's Planning department to redevelop several square miles of an abandoned industrial park into residential and commercial areas. This diagram depicts the relationship between the applications involved with the development:
Planning
The Planning department creates a Full Permission planning application for Riverside Revitalization. This is the application type that the department uses for large-scale developments. The application type defines routine requirements that apply to any application of this type, such as reviews, conditions, fees, and hearings. All of these requirements must be met for the department to give the go-ahead to begin construction. The Planning department also associates planning conditions that are specific to the Riverside Revitalization development, including a complete environmental cleanup to ensure public safety before construction can begin.
The planning application becomes the parent application for the project and building applications that are required to complete the development. The planning conditions put on the planning application can be imposed on any child application.
Project
Riverside Revitalization is split into two project applications that are associated as children of the Full Permission planning application. The department creates a Subdivision project application to manage the construction of the single-family dwellings, and their related park and school facilities. The department also creates a Commerce project application to manage construction of the restaurants, stores, and small offices. Both Subdivision and Commerce are project application types that define routine requirements for any application of those types, such as the reviews, inspections, conditions, fees, and license requirements for contractors. Each project application will be the parent for the appropriate building applications. Each project application will also inherit planning conditions imposed on it from Full Permission, including the requirement to clean up the site before construction can begin. The same planning conditions can then be imposed on the child building applications of each planning application.
Building Permits
The Planning department uses a range of building applications to track the construction at individual sites in Riverside Revitalization, including SFD for single-family dwellings, Facility for the parks and the school, and Commercial for stores, restaurants, and offices. All of these applications are associated with either the Subdivision or Commerce project application, except a Demolition building application that is associated directly back to the Full Permission planning application. The department will not allow either of the project applications to begin its permitting process until the Demolition application has been finalized. After construction begins, the department can generate all of the building applications required for each project, and track their permitting processes individually. During the course of construction, planning conditions and other requirements from Full Permission and from the appropriate project application can be applied to individual building applications.
