Cloverleaf processing of CSU Event (Supply) from MSCM

A supply record is sent to the CLOVERLEAF_SUPPLY_HEADER as soon as the case has been released via web or handheld with a PROCESS_FLAG set to 0 as a new record. Cloverleaf will then process this record and set the PROCESS_FLAG to a value of 1.
