Cloverleaf processing of DFT Event (Billing) from MSCM

A billing record is sent to the CLOVERLEAF_BILLING_HEADER as soon as the case has been billed with a PROCESS_FLAG set to 0 as a new record. Cloverleaf will then process this record and set the PROCESS_FLAG to a value of 1.
