Automatically download and install security certificate in Windows Mobile

This feature allows users to continuously use the MSCM application in Windows Mobile without manually installing a new or updated security certificate on the device. After the 11.2.10.0 cab files are installed in Windows Mobile, MSCM automatically downloads the updated certificate from the MSCM server.
