As Built structure refresh blocking

There is a checking for pending Remove or Install transaction that occurs for these events:

During dispatch work order
When there is a successful Remove or Install
When the technician cancels a failed Remove or Install transaction from the transaction manager

This is to prevent the As Built tree refreshing when there are still pending or failed transactions. Once a refresh is done, no visual indicator is left that shows a pending or failed transaction is ongoing at the As Built tree.
